यह प्राधिकरण अप्रैल, 1958 में संसद के एक अधिनियम द्वारा दिल्ली नगर निगम का एक उपक्रम बन गया। 1971 में भारत सरकार की एक सिफारिश पर दिल्ली नगर निगम द्वारा 2 नवंबर 1971 तक संचालित दिल्ली ट्रांसपोर्ट अंडरटेकिंग (डीटीयू) से संपत्ति और देनदारियों को संभाला।
